International students in Victorian universities

Overview

The combination of the level of public interest, the significance of the activities of public universities, and the magnitude of the costs and benefits involved led to the decision to examine the impact of international student programs in Victorian universities, and to provide Parliament and the community with an independent assessment of this activity. The objectives of the audit were to assess whether international student programs in Victorian universities have: impacted on access to university for Victorian students; impacted on the academic standards of universities; been of financial benefit to universities and the Victorian economy; been adequately regulated and monitored.
